1949年，热血青年雷洛成为警察。当时，香港警察待遇不高，警察向商户们收取保护费的潜规则蔚然成风，雷洛不愿意和他们同流合污，受到同事们的排挤，也得罪了权倾一时的探长颜同，面临停职的危险，然而，探长陈统（关海山饰）暗暗欣赏他，对他维护有加。转眼到了50年代末，雷洛经历了警队派系倾轧，几经浮沉，渐渐适应了香港警界，收保护费的事情也做得得心应手。他有幸娶到了“大捞家”白饭鱼的女儿，美丽泼辣白月娥，靠着岳父的大力支持和自己在镇压1957年九龙暴动中的出色表现，荣升探长。
成为探长的雷洛规范了管区内收取保护费的制度，减少了各界冲突，深得上级的器重。恰逢油尖区探长退休，雷洛和颜同都成为了这个职位的有力竞争者，二人各自展开了行动，一时风起云涌，此时，雷洛意外遇见了一个人，让他震惊不已。
